Mitigation: Nigeria proposes an unconditional 20% emissions decrease from the business as usual scenario, and a conditional 45% reduction. Nigeria’s mitigation efforts will focus on ending gas flaring, promoting off-grid solar, efficient gas generators, transitioning from cars to buses, improving the electricity grid, and supporting climate smart agriculture and reforestation. Adaptation: Nigeria's general approach to adaptation is to improve climate change awareness, and preparedness, across key sectors to encourage community adaptive action, protect vulnerable sectors, and integrate climate change into decision making. Key high-emitting, and strategically important, sectors are agriculture (adaptation includes improving management for resilience and focus on management in savanna zones), forestry (encouraging community-based forest management, maintaining a forest inventory system, and enforcing low impact logging), energy (diversifying energy production, protecting and reinforce infrastructure, encourage decentralized transmission), transport and communications (creating protective margins around infrastructure, conducting risk assessments and implementing reduction measures, ensuring communications connectivity in the case of an emergency), industry and commerce (conducting risk assessments and implement reduction measures, encouraging relocation of high risk industries, supporting informal saving and insurance as needed). International Climate and Environmental Commitments: The Paris Agreement (Party), United Nations Framework Convention on Climate Change (Party), Kyoto Protocol to the United Nations Framework Convention on Climate Change (Party), United Nations Convention to Combat Desertification (Party), Convention on Biological Diversity (Party), Convention on the International Trade in Endangered Species of Wild Flora and Fauna (Party), Convention on Wetlands of International Importance Especially as Waterfowl Habitat (Party)

Summary

Nigeria's NDC-SDG Connections

Nigeria faces socioeconomic development challenges related to food insecurity, unemployment and energy access. These challenges are exacerbated by the risk climate change poses to vulnerable industries from agriculture to tourism, as well as the role global mitigation efforts may play in reducing Nigeria's oil export revenues. Therefore, climate change response in Nigeria is very much tied to development prerogatives. Nigeria struggles with high rates of deforestation, coastal vulnerability, and areas of drought and flooding that are particularly at risk due to climate change.
