Mitigation: Azerbaijan has committed to a 35% reduction in total greenhouse gas emissions, by 2030 and when compared to 1990. This mitigation commitment is premised on the idea of sustainable low-carbon development, and constrained by the need for financing, the resolution of the internal displacement issue and conflict with Armenia over territory, and the stability of the oil market. Specific mitigation approaches include increasing energy efficiency through awareness raising and an improved distribution system, improvements and modernization in the oil and gas sector, the expanded use of renewable energy sources, electrification in transport, methane collection in the agricultural sector, improved solid waste management, and afforestation. Adaptation: Azerbaijan does not address adaptation explicitly in its Nationally Determined Contributions, but in other national documents Azerbaijan has referenced the importance of adaptation within the areas of agriculture, forestry, tourism, water supply, and health.
