The role of communities in urban planning for climate adaptation: Experiences from Vietnam

A range of research and literature on urban climate adaptation highlights the need to integrate climate change into urban planning and for community participation in this process. But there is limited specific analysis of how community-driven processes can contribute meaningfully to urban planning processes. This initiative is part of the Asian Cities Climate Change Resilience Network (ACCCRN) supported by the Rockefeller Foundation. Challenge to Change, with support from ISET and NISTPASS, is working with local government and communities in three cities to build capacity, and to institutionalize a process of participatory planning for climate resilience. A key challenge is identifying appropriate entry points through which community priorities can be integrated into city Socio-economic Development Plans. Examples are highly context-specific, but provide useful models of the questions and analysis required in other cities and countries. This presentation will share ongoing experience from the processes, including new insights, challenges, and remaining questions.
