National Environmental Protection Agency Afghanistan NEPA - Islamic republic of Afghanistan

Article 15 of the Constitution of Afghanistan reads that “The state shall be obligated to adopt necessary measures to protect and improve forests as well as the living environment.” Accordingly, the National Environmental Protection Agency (NEPA) was established in 2005 as an independent national institution. NEPA serves as Afghanistan’s environmental policy making and regulatory institution.

Vision

“Improve the quality of life of people of Afghanistan through conservation, protection and improvement of the country’s environment.”

Goals

  1. Secure a clean and healthy environment for the people of Afghanistan.
  2. Attain sustainable economic and social development while protecting the natural resource base and the environment of the country.
  3. Ensure effective management of the country’s environment through participation of all stakeholders.

 

NEPA coordinates the country’s contribution in the environment protection at global and regional levels. Afghanistan has membership status in a dozen multilateral and several regional agreements including:

  • United Nations Convention on Biological Diversity (UNCBD)
  • United Nations Convention to Combat Desertification (UNCCD)
  • United Nations Framework Convention on Climate Change (UNFCCC)
  • Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES)
  • South Asian Association for Regional Cooperation (SAARC)
  • South Asia Cooperative Environment Program (SACEP)

Partnerships

NEPA is working together with line ministries, committed in-country partners, civil society, rural communities, and various stakeholders to mitigate and reduce the environmental challenges.

NEPA Priorities

 NEPA has prioritized following activities:

  • Development of Legal Environmental Polices, strategies and frameworks
  • Implementation and oversight of Environmental Law, regulation on projects, and expanding of Sustainable development.
  • Wildlife Conservation, Cultural and Natural Resources, Natural Heritage and Rangelands, Pastures Protection at the National Level.
  • Public awareness on environmental issues, Impacts of Climate Change, Green House Gases (GHGs), Mitigation and Adaption approaches.
