Joe Lufkin

Joe Lufkin is co-founder and a trustee of Asia Pacific Aid Programs, Inc. (APAP). He is concurrently Executive Director of IFCL Group, a specialist international development finance consulting firm which works primarily for the Asian Development Bank (ADB). He has been an active entrepreneur in international finance since 1981, when he organized and ran fund management businesses Marine Midland (C.I.) Ltd. and Intercurrency Fund Ltd. for HSBC in New York.
From 1989 to 1997, he founded and ran the Global Proxy Services Corporation (GPSC), which grew to represent many of the world's largest private and public investment institutions as corporate governance advisor and legal proxy over more than $200BN+ in listed equities worldwide. Mr. Lufkin sold the GPSC business to Automated Data Processing Inc., a Fortune 200 company, in 1997.
Since 1998, he has been involved in various facets of development finance in the Asia Pacific region, specifically the design, establishment, management, operations and evaluation of funds, financing facilities, and large multi-country programs. Over the past 18 years, his development financing experience includes donor- and government-funded advisory engagements in many countries ranging from Kazakhstan, India, Vietnam and the Philippines to small Pacific Island States e.g. Solomon Islands, Micronesia, Palau, and Samoa, as well as the Pacific Region Infrastructure Facility (PRIF). He also advised the US Treasury Dep't on aspects of negotiating the US-Japan Strategic Impediments Initiative (SII) talks in 1990-91, and served several terms on various international committees in Washington DC in the 90's.
Mr. Lufkin is the author of Financing Mechanisms for Multi-Partner Development Projects (PRIF, Sydney, 2015), co-wrote Market Survey of Subnational Finance in Asia and the Pacific, (ADB, Manila, 2008), edited International Corporate Governance (Euromoney Books, London: 1991 & 2004 editions) and wrote "Models for Development of Shari'a-Compliant Private Equity and Venture Capital Funds", a chapter in Islamic Asset Management (Euromoney Books, London, 2004). He also has been the author or subject of numerous articles over the years in the international financial press. A Yale graduate (BA 1976), Mr. Lufkin also attended Columbia University Graduate Schools of Business and International Affairs (1980). He worked at Sotheby's and at Christie's in London and New York before going into banking.
