eCCET Helper

Currently under development, the eCCET Helper will provide climate data and guide users in adaptation planning thru the Climate Change Expenditure Tagging system in the Philippines.

Overview

The eCCET Helper is a decision support tool for planners who would like to be more climate-informed and evidence-based in their planning process. It puts risk information at the forefront of planning, and guides the planner through the Climate Change Expenditure Tagging (CCET) system of the government as a planning framework and strategy. It is the product of a translation project of the Oscar M. Lopez Center entitled “Enhancing the CCET System with Climate Information” or eCCET.

The project began in 2017 as the Center’s initiative to translate the key messages of the Philippine Climate Change Assessment (PhilCCA) Reports towards strengthening the climate planning and budgeting process by enabling public planners and decision makers to create risk-based, climate-informed plans for climate action and sustainable development.

Launch date: The eCCET Helper is still in pilot phase.

Main Features:

  • Positions the tagging system as a framework and strategy to climate adaptation planning
  • Provides science-based information on climate risks and impacts organised according to the National Climate Change Action Plan’s Strategic Priorities, and guides user on this undertaking
  • Facilitates the tagging process by providing users with a prioritised shortlist of CCET typologies for more strategic tagging
  • Renders an iterative design to the planning process to allow users to review and assess plans at various stages for climate responsiveness

Funding: The eCCET planning tool is supported through internal funding.
