Short course training: Vulnerability-exposure exercise

The Exercise

For this session participants of stream 1 and 2 were distributed into groups. Each group focused on a case study. The following countries were selected for the case studies:

  • Vietnam
  • Cambodia
  • Thailand
  • Nepal
  • Bangladesh

Each group was requested to carry out a rapid vulnerability assessment for their case study using a Vulnerability-Exposure Matrix (see Appendix A: Developing a livelihood-sensitivity matrix). The idea was to have an overview of the current vulnerability of each case study that would serve as a baseline for exploring future vulnerabilities through exercises to be undertaken in the next sessions of the training.

Each group started with a brief discussion on the case study. They then developed an inventory of the main livelihoods, activities, resources and population groups in the case studies, followed by an inventory of the main climatic hazards (based on observed trends, and impacts). The elements of the first inventory were introduced in the left column of a matrix representing the exposure units of the case study. The climatic hazard captured in the second inventory were introduced in the first row of a matrix. Based on their perception and expert judgment, each group was requested to rank the vulnerability to climatic hazards for each exposure unit. Based on the results, each group presented a Vulnerability Story.

Each case study narrated a vulnerability story around the following questions:

  • Which exposure units are most vulnerable? Does this depend on the nature of their exposure (e.g. loss of life, loss of assets)?
  • Which hazards are more dangerous and why?
  • Which stresses are likely to become serious in the future? For which exposure unit?
