We conducted a knowledge mapping exercise using the NetMap methodology to introduce the importance of understanding the institutional landscape in which we work. Building institutional capacity is a key principle of adaptation planning and so it is crucial to know the strengths and weaknesses of the network to explore how these can be further enhanced or supported.
Vietnam
Example of some of the institutions in the Vietnamese climate adaptation network
- City level planners are central to the network and allow groups to be linked who would not otherwise be linked
- Links to the private sector should be improved
- Links to regional bodies and other international cases facing similar issues should be made to learn lessons and speed up the time to develop plans.*
Bangladesh
Example of some of the institutions in the Bangladesh climate adaptation network
- Research institutions are central to the network and allow groups to be linked who would not otherwise be linked
- Indigenous groups and local knowledge is important and links to this group should be strengthened
- Links to the private sector should be improved
- Links to international NGOs and donors could also be stronger.
Ideas on how to strengthen links
- To enable decentralized socio-economic development and governing context for example in Thailand, local government agencies and community base organizations and their network can be a platform and facilitate strong links
