Sharing examples of vertical integration in NAP processes

As countries advance their National Adaptation Plan (NAP) processes, there is increasing attention to the question of vertical integration: how to link national and sub-national adaptation planning, implementation and monitoring and evaluation (M&E).

The idea that sub-national actors have a key role to play in adaptation is not new–the question now is how to use the NAP process to create the conditions for better collaboration among national actors, sub-national authorities and local organizations, while also empowering sub-national actors to realize their roles and responsibilities in relation to supporting adaptation by vulnerable communities and groups.

The NAP Global Network has developed guidance to support NAP teams in addressing this challenge. We have identified three key factors that enable vertical integration in the NAP process:

  • Institutional arrangements, which facilitate coordination and dialogue between actors at national and sub-national levels.
  • Capacity development, which aims to ensure that actors at all levels have the needed capacities for a participatory and inclusive NAP process.
  • Information sharing to support informed decision-making at all levels.

Vertical integration is a key focus for the NAP Global Network, as we believe that it will become more and more important in coming years as countries move into NAP implementation and M&E.
